Elementary functional literacy programme and elementary school programme for adults

According to the Licensing Decision No. 04-1-436 of December 21, 2007, the Elementary School “Marko Miljanov” meets the requirements for conducting adult education programmes: the programme of elementary functional literacy and the programme of the elementary school for adults.

     The Law on Adult Education (“Official Gazette of Montenegro”, No. 020/11, 047/17) regulates adult education and learning.

Adult person, in terms of this law, is a person older than 15 years of age, who meets the conditions for inclusion in the adult education programme. Exceptionally, persons under the age of 15, who do not have the status of students, may be included in adult elementary education programmes.

Elementary education for adults is organized according to the adjusted Curriculum of elementary school for adults, which defines the goals of elementary education for adults, the level of the national qualifications framework, duration of education, compulsory and elective subjects, syllabus, teaching hours.

The goal of elementary education of adults is getting elementary education and the first qualification. Literacy is a necessary foundation that enables young people and adults to take advantage of learning opportunities at all stages of this ongoing process. The right to literacy is an integral part of the right to education. Literacy is a prerequisite for personal, social, economic and political empowerment.


I1 – Completion of the first cycle of elementary school (third grade)

I2 – Completion of the entire elementary school programme (ninth grade)


The curriculum for elementary education of adults has been prepared on the basis of the determined General Part of the publicly valid educational programme for elementary education.

The first cycle (I, II and III grade) is implemented through the Programme of elementary functional literacy, adopted by the National Council for Education.

The duration of the program is 18 weeks.

Due to the specificity of adult learning and education, the assessment of participants in all three educational cycles is numerical and is performed at the end of the first cycle, and further on by grades. 

Each class individually within the second cycle (IV, V and VI grade) and the third cycle (VII, VIII and IX grade) is organized according to the adjusted Programme of the elementary school for adults, for a period of 18 weeks.

The total class load for each subject, in addition to teaching hours, includes other learning activities (independent work, exercises, etc.).


Exams are organized in accordance with the Rulebook on class exams in elementary school.

An adult can take exams from only one grade in one exam period, it being agreed that taking exams from the next grade can start when he/she has passed all subjects from the previous grade. The exam is taken in three exam periods, in January, June and August, and as a rule, and at the time when classes are not held.

An adult takes an exam at the school in which he/she is enrolled, i.e. which he attends. A candidate who has started taking an exam in one school continues to take the exam of the same grade in that school.


The following applicants are eligible to enroll in the school for elementary adult education:

The students who have reached their elementary school age and have not successfully completed elementary school;

The students who have not fulfilled the elementary school obligation;

The students who have left the primary school education programme for any reason;

The students who have never attended an elementary school education programme


After the completion of the Elementary Functional Literacy Programme – the Education Organizer issues a certificate of completion to the student.

After taking the class exam, the Elementary School for Adults (licensed organizer of the elementary school education programme for adults)  issues a certificate to the student, regardless of the success achieved.

Upon completion of the Elementary School Programme for Adults, the school (organizer) issues a final certificate to the student.


Teachers and organizers of the educational process with adults, in addition to legally defined qualifications of the level of education, have the appropriate andragogical skills, in accordance with the Law on Adult Education.


Applicants are required to bring: birth certificate, ID card or Certificate of Citizenship, publicly valid proof of previously acquired knowledge (certificate of previously completed class).


For acquiring elementary education, adults do not pay for the costs of education.
